There will be no need for any agency of our totalitarian governments to share its data. All the data from spying will go into one replicated database, accessible to all authorised peeping toms and (government) terrorists. Edward Snowden commented on this.

As for going low-tech, that is the very purpose of governments hounding, poisoning and bankrupting rural people, and driving them into urban areas like cattle. Above all, transnational capital wants everyone enslaved by debt.
