Kiev to impose martial law if situation in Donbas aggravates

TASS reports:

KIEV, August 14. /TASS/. Ukraine will impose martial law if the situation in Donbas aggravates, head of the National Security Council Oleksandr Turchynov said on Friday.

“If Russia fails the Minsk agreements, no doubt, we shall respond according to the challenges the country will be facing,” he told reporters during a visit to training grounds near Kiev.

“We shall have to impose the martial law and to have a bigger mobilization of the entire potential in the country,” he said. […]

By all objective accounts, breaches of the Minsk II agreement have been from the Kiev junta, now regularly shelling parts of Eastern Ukraine, not to mention importing British and US troops for ‘training’ purposes even though they were to be phased out acc. Minsk.

Why does TASS just repeat the nonsense coming out of Kiev! What has Russia got to do with it Minsk?
It is really frustrating as there is no analysis just parroting this nonsense.
Ukraine are supposed to be restructuring debt- has this failed?
Is this why there has been a return to hostilities in Donbass?
Will martial law mean that they suspend all debt payments?
Will it also mean no elections?
