Russia’s Finance Ministry says (again) that the digital ruble will replace cash
The transition to CBDCs will be completely voluntary, though. You needn’t worry!

Alexei Moiseev, Russia’s deputy minister of finance, is the world’s most candid space lizard. When he announced in a September 2021 interview that “the digital ruble is a replacement for the cash ruble”, skeptics and haters spread hurtful rumors that Moiseev’s refreshing and award-winning honesty had been taken out of context.
Here’s what Mr. Moiseev told RIA Novosti two years later, on October 30, 2023:
Essentially, [the digital ruble] is the real currency of the 22nd or any other century, which at the end of the day must replace cash.
He also promised that the digital ruble would be more “convenient” than cash and non-cash transactions. Safety and convenience are the guiding principles of the 21st century, so it’s easy to imagine that the 22nd century will be extremely safe and outrageously convenient.
But just to be 100% clear: Elvira Nabiullina and her devoted blog-admirers promise that Russians will never be coerced into using digital rubles.
The gradual transition to CBDCs will be an organic process—a naturally occurring result of Extreme Convenience. Russians will never be prevented from using cash in certain situations, even though this is already happening right now, today, in 2023.
But that’s neither here nor there. As the Bank of Russia’s universally loved chairwoman said just yesterday, Russians will always be allowed to decide how they receive their salaries and pensions—that is her current “position” and it would be rude to even consider the possibility that this position might change.
Just like it would be uncouth to think that the Bank of Russia’s position on placing restrictions on how digital rubles can be spent (“coloring” them) would ever change.
All Russians understand how convenient and voluntary the 21st and 22nd centuries will be. Just look at what they’re saying on the internet forums:

Cash is neither king nor safe. Yet another report of someone losing a bunch of money to ‘civil asset forfeiture’ in the US.What this means is that if the authorities suspect that any money or other assets you’re in possession of are going to be used, or the result of, criminal activity they’ll confiscate them. There doesn’t have to be any conviction or even a crime. You can sue to get it back but its difficult, long winded, expensive and will probably not result in all the assets being returned. It is, to put it simply, legal theft.
Since law enforcement gets a cut they’ve got a ‘pecuniary interest’ in seizing assets. This can sometimes — all too rarely — result in changes, like for example the incident where various authorities including the National Parks Services raided a cabin in the Santa Monica Mountains and (accidentally) shot the person living there dead. The ostensible reason for this was a mairjuana grow but the actual reason is the NPS want the property — it would have been confiscated under forefeithre rules and they would have got it. (More recently the San Bernadino Sheriff’s Department had taken to stopping the secure vans used to transfer cash between marijuana sales outlets — remember this is perfectly legal in California, the companies just can’t use the banking system because its under Federal jurisdiction and so still illegal. They stopped and seized, pulling about two million each time. Nice pickings, shared between SBSD and the Highway Patrol. Unfortunately for them the people they picked on had deep pockets and great legal representation. But…..however you slice ‘n dice it if the government wants it then it takes it, even in the US.
Incidentally, the US isn’t the only country to have these sorts of laws. The UK police will also confiscate money or assets judged — by them — to be “the proceeds of crime”. Its up to you to prove otherwise.

Funnily enough, I went to the ‘bank’ the other day (by ‘bank’ I mean a woman with a laptop at the local library – the actual bank shut last year.) I needed to transfer some ‘money’ – turned out I can’t ‘cos my decidedly unsmart phone is too old to download the app. I’ve had the same trouble with the doctor and the dentist – no smartphone, no can do. Every form of money is a sacrilege, even the mythical “sound money” sometimes presented as the solution to the modern problem of deliberately unsound “fiat money.” It is a sacrilege because it makes life worse; no other argument need ever be made. Economic theory casts debt-based money as a necessary evil, demonstrating the necessity with a hypothetical money-free world, in which no business larger than that of a village blacksmith can come into existence — the capital requirements for startup are unreachable — or remain in existence — the liquidity required for resilient operation under changing economic circumstances does not exist.
These arguments ignore the only meaningful measure of the value of any element of the system: does the existence of businesses larger than a village blacksmith make life better or worse? The Native Americans (of the northern continent, at least) had no money of any kind. They had no businesses even of the scale of a village blacksmith. Were they suffering? Were the horses they didn’t have crying out for metal shoes? Was their life made better by the introduction of money? Nobody would argue that it was. Would it have turned out better for them if sound money had been introduced instead of debt-based money? Nobody would argue that it would have.
Every single step our species has taken since the invention of this evil has been a disastrous mistake. Technical and philosophical reforms to the concept could only ever, if successful, roll us back to an earlier stage of immiseration. The solution is obvious: get rid of it. Get rid of it later today, or tomorrow morning at the latest. People will die, but everybody dies anyway. It is not only immoral, it is unforgivably stupid to collectively mandate the eternal persistence of every mistake simply because the corrective actions would steal from some of us a few years of humiliation and misery.

Problematic. Some blame the Roman Empire’s decline and fall on its sliver-by-sliver guillotining of the denarius. Better a non-existent currency than a debased one!
The “ethics of money” (digital or not) is concerned with the ends we put money to. Money is not evil: the human ends of money (as means) are evil. The distinction goes all the way back to Aristotle — between natural or unnatural “chrematistics”; where the unnatural end of money is the “enrichment of enrichment.”
Money frees us from the restrictive “double-coincidence of wants” when the buyer and seller have to have exchangeable products (beef for candles and so on) as the basis of “truck and barter.” Without “general-purpose money”; you would have to pay for my carpentry with your skills — providing I want or need your skills.
If you are a doctor or a dentist — we have a deal…. But you can see how restricted non-market or pre-market economies were and would be. We are long, long way past the “Kula Ring” of reciprocity, redistribution of excessive wealth and altruism which characterised early forms of “special-purpose money”.
We are stuck with extending the “monetary mandate”; we are not stuck with following this to its logical conclusion. We could use GPM to save us from GPM and then cancel whatever debt we end up owing ourselves — by restructuring finance (and finance has already been restructured numerous times in order to extend itself.)
There is a lot in the sound money or positive money approach; but we need to start thinking ecologically, not economically. To restructure money, we have to restructure the psyche from an insatiable demanding to a satiated resonance with community and ecology — something that seems to be a very distant utopia at the moment.
I still contend that money is the evil, and that in freeing us from the double-coincidence of wants, it trapped us in world of where secondary desires are so easily fulfilled that true primary needs have become unfulfillable. Money enables division of labor and specialization, but why do we need distinct occupations? Why do we need carpenters and dentists? Do they make life better, or only more convenient? Is convenience good or bad?
There is a base level of true needs — food, shelter, and a tribe being the most significant — and these are easily satisfied in primitive societies with no have no concept of money, and whom nobody in the 21st century would argue with a straight face were truly suffering for want of convenience.
So why do we need division of labor? Before carpentry was carved out of the general skillset by division-of-labor, every member of the tribe was taught how to build a hut, and could thus survive a hunting expedition in inclement weather far from the comforts of the village — and could teach the skill to his children. After division-of-labor, only a jealous, secretive guild is in possession of these formerly universal skills.
Primitive life is the only life for which humans have evolved, which mean it’s the life to which our bodies and minds were carefully attuned over eons of evolution. We need the same adventures, struggles, triumphs and defeats that any pack animal needs, we’re just not allowed to live that way anymore — money won’t let us — and as a result our lives are effectively meaningless. There is nothing in modern life that approaches the significance of a tribe’s daily struggle for survival.
I saw that some UK politician was put in the dog house a few days ago for saying something that I myself have said on occasion: that, for some people, homelessness is a choice. It’s true. Some people simply can’t make the trade: struggle for convenience. Why would they? It’s a one-sided trade. A convenient life is a life with no stories, no victories or valiant deaths, no heroes or or villains… no gods. In the mead halls of the homeless encampment, there are yet Beowulfs and Grendels.
But even in the tent cities, tribes are voluntary associations, and thus doomed to dissolution. I think that’s the primary purpose of civilization: to dissolve tribes. It does so by making them unnecessary. People that don’t need each other will come to hate each other and drift apart — this is an in-built psychic feature which incentivizes the fission and propagation of tribes in times of excessive comfort and convenience. Convenience pushes people apart until life becomes difficult enough, or the remaining tribe small enough, that they need each other again.
Civilization put an end to that carefully balanced system. Civilization is convenience without end, life without a tribe.
Money begat specialization begat civilization: so there’s a hierarchy of evils, with money at the base. And there’s a significant similarity between the mechanisms and effects of inflationary fiat money and civilization. Monetary inflation (via money printing) is a stealth tax, a theft of value from savers without a corresponding change in the balance of their accounts. The value is drained from savers and given to the holders of the newly printed money, the central bank.
Civilization does the same thing but with meaning and purpose. Technically, our wants and needs are still satisfied, but the satisfaction of needs comes with less and less joy as the millennia roll by. The number doesn’t change, but the value is inexorably drained away by a greedy, inhuman thing that none of us voted for.
Money facilitates exchange and storage of value. However, it also facilitates inflation, cheating, limitless greed and cruelty. Its biggest social impacts are subverting individual credibility (reputation) and communal cohesion.
All living things depend on a Universal Currency. It was invented by bacteria and we inherit it from them. Biochemists call it ATP (Adenosine Tri-Phosphate). Some day we humans might invent a universal currency that is even remotely as good; the digital yuan seems to be our best current attempt.

If you’ve ever spent any time in the forested areas of North America, you wouldn’t believe that there were ever “100 Million Redskins.” The carrying capacity of virgin forest is much, much lower. I would more easily believe that the population at the time of contact was lower than the number of deaths in WWII.
The tragedy isn’t in the number of corpses, it’s in the loss of a perfectly balanced continent-wide biome in which humans were inseparable from nature. What are the chances that half of the world could go unnoticed by civilization until only five hundred years ago!?! And how could civilization have been so unthinking as to destroy it completely without first inquiring as to how and why it worked so well for so long? Absolutely! I’m a huge fan of Jacque Ellul and his conception of Technique. <We created our Technique, and then our Techniques created us>. We have become the biodigital “tools of our tools” which was a common notion when I was a boy. Now the prevalent notion seems to be that we are ‘free’ and technology serves us — but to what purpose and to what end?
Currently, we are “waving, but not yet drowning”. We could repurpose the ethical end of money to “keep us afloat” ecologically, but not economically.
We have left ourselves with a simple binary judgement: to save the critical infrastructure of the ‘self-regulating market-economy’ or save the actually self-regulating world ecology. If we can see that money is nothingness — the choice is already made.

It doesn’t matter if we support or reject CBDCs, the only factor relevant to the success of the change-over is how quickly it’s effected, and this is why I think it will fail even without an organized — or disorganized but energetic — resistance movement. History, both macro and micro, shows that humans do not react well (i.e., predictably) to sudden changes, and that they don’t react at all to gradual changes. But recent history has seemingly taught our overlords a different lesson: even the sudden, wrenching changes of the lockdown era were well-tolerated.
It’s a good thing, from our perspective as dissenters, that they studied this lesson because it’s not true. Our strange non-reaction to COVID was a platypus: impossible in theory, unprecedented in natural history, and yet there it was blinking back at them from the swamps at the bottom of the world. There’s only one platypus, though. The COVID complacency was not a kiss to build a dream on, but they think it was — they think we’re in love with suppression, isolation and despair. They are, in effect, an AI trained on poisoned data. Because they learned this lesson, their predictions will be no better than chance and their inferences will be about a world other than this one.
They will try to rush the CBDCs, and the result will be chaos. We should cheer them on, lest they tarry unnecessarily. Sudden changes accelerate their demise, not ours.

Fair enough. I admit that I’ve never made a valid prediction… or even been in the ballpark. But, then, neither has anybody else. Every scheme is a bet on the scheme’s successful implementation. At least now the rest of the gamblers in the space are aware of the intentions of the winners of the last round, and have piled up their bets in opposition. It’s much harder to win the same bet twice in a row.

Me too. It was a tremendous psychic shock, and not because I had any faith in human wisdom. I’d just never seen an entire planet surrender to an imaginary invasion force before.
The COVID plot did fall apart eventually. It couldn’t be maintained indefinitely, though they certainly wanted it to be. The CBDC plot is intended from the outset to be a permanent change, where COVID was at least presented as a temporary pandemic, with some tacked-on lifestyle “suggestions” that they hoped might persist as a “new normal.” None of it persisted, though — so in that sense, COVID was a total failure.
If CBDCs don’t work forever, then they fail retroactively. That’s where my very focused optimism and accelerationism comes from: nothing has ever worked forever so far, and if they’re doomed to fail some day, I’d rather see them fail now than in seventy-five years.

As I keep on saying, the digital ruble is just a tool. Your digital cash is stored in a common digital memory bank, just like your paper or metal cash is stored in a common steel bank vault. You can take digital cash out of the common memory bank and store it in your own (suitably protected) private memory bank. It is up to you as a citizen to entsure that your representatives in government do not filch or control your digital cash by programme chicanery, same as it is up to you to make sure they don’t dilute your physical currency by printing or coining or putting a limit on withdrawal of physical currency.
First we must repeal the legal fiction that when you put your money in the bank it ceases to be your property. As far as I understand it, your contract with a bank is not a contract in which you pay bank charges for you to protect your money: instead it is a contract in which you hand over your money to the bank for them to invest as they see fit, and “promise to repay” if they have enough reserves and with currency whose purchasing power they controll.

Digital money does not need to be issued as “credit” from a private banker on which you have to pay interest; and neither does physical money (ie, paper or coin). All that is needed is a “neutral” internet service that transfers information reliably and is proof against snooping or censorship; plus phones that do not have a secret “backdoor” for spying on us. Our global internet service and our private phones are going the opposite way; it is up to us citizens to reverse this malicious trend by various secret cabals of corporate power who have been steadily ganging up against the individual citizen.
