Exposed: How Climate Racketeers Aim to Force Us into Smart Gulags

In Australia and NZ, "managed retreat" schemes could force people out of homes that "climate change" models render "uninsurable"

Shocking evidence is emerging from Australia and New Zealand of how the climate scam is being used to impose a techno-totalitarian smart-city future.

The criminocratic global imperialists often use their Commonwealth colonies to try out the most insidious escalations of their tyranny – think of Canada, New Zealand and Australia during Covid.

We can therefore assume that this is going to be the blueprint for the roll-out of their Fourth Industrial Revolution agenda across the world.

The sinister scheme in question, called “Managed Retreat”, has been exposed by independent researcher Kate Mason on her excellent Substack blog aimed at “deconstructing 4IR narratives”.

The idea is that exaggerated “modelling” of the imagined effects of “climate change” is being used to define certain areas as unsuitable for human settlement.

Working hand in hand with the state is the insurance industry – long a central part of the corrupt criminocratic empire – which deems homes in these areas to be “uninsurable”.

Banks are also playing their part (of course!) saying they are unwilling to provide mortgages for these “uninsurable” properties.

In her latest article, Kate refers to a TV report about Kensington Banks, near Melbourne city centre, which has been newly declared a flood zone.

She writes: “Property prices are expected to plummet by 20 percent. I think that’s rather conservative – who is going to buy in a flood zone? Unless it’s a developer who will raze it all to the ground and build a Smart Resilient complex”.

Meanwhile, in New Zealand, residents are up in arms about attempts to impose “retreat” from coastal areas under the pretext of a predicted rise in sea levels.

As this media report shows, they are not buying the scaremongering climate propaganda.

Tim Rees said. “I’ve lived by Paraparaumu Beach since 1965 and the beach is actually getting bigger. For 45 years I’ve dived off Kāpiti Island and the rocks are still at the same height at low tide”.

Added Tania Lees: “The science isn’t settled and there is no consensus. We don’t believe the sea levels are rising significantly and [that] we will all be flooded.”

Central and local government couldn’t fund “a process on this scale”, she said. “So far, the ratepayers have paid in excess of $4 million for the Takutai Kāpiti process.

“We simply can’t afford to spend more. If implemented, managed retreat would be in excess of $1 billion.”

As for the agenda behind all this, Kate writes:

Finding the information on climate change modelling and insurance has joined the dots for me regarding the enormous amount of pack and stack housing developments going ahead in Australia.

They’re going to need to put us all somewhere when our houses are uninsurable and we have to sell them for a pittance.

It is clear that this is ‘Resilient’ Smart Cities. Everything hooked up to the internet and data collected, stored and used as modelling to dictate increasingly dystopian government measures of control and enforcement”.

By way of confirmation, she reveals that the Insurance Council of Australia, involved in Managed Retreat, works within the Public Private Partnership model and adheres to the United Nations Sustainable Development Goals, even being a foundation member of the United Nations Principles for Sustainable Insurance.

The UN’s smart gulag agenda was paraded in their 80-page booklet entitled “Centering People in Smart Cities: A playbook for local and regional governments”, as we reported in 2022.

Also in 2022, a body called the Australian Climate Council released a study which estimated that 1 in 25 of all homes and commercial buildings in the country would become effectively uninsurable by 2030 because of “worsening extreme weather events”.

River flooding posed the biggest risk, according to the study, with flash flooding and bushfires identified as the other main hazards contributing to properties becoming “uninsurable”.

As well as calling for “managed relocations”, the report stressed the need for “upscaling public investments in resilience” and to “support communities to ‘build back better’”.

It declared: “Towns, cities and communities must be rebuilt – where appropriate to do so – in a way that takes into account the inevitable future changes in climate and makes them more resilient”.

It comes as little surprise that this report was proudly showcased on the website of the World Economic Forum…

I would disagree in that it was a collective society which first “stole” the land, staking their claim against other tribes/groups. The desire for Ownership is as old as the human race, – it is how we survived for tens of thousand of years. Greed, hatred, and love of power, sometime fear, are the root cause of the evil perpetuated by others. Nothing that is made by man is eternal. Your idea of private property of land always existing is false. Most human history has been stateless, moneyless and warless.

Money wasn’t made by society as a whole. It was made by those who took the land from everyone else and made others his subjects or property. Emperors, kings, rulers of the land. States were not made by society, but groups of men invaded society and started to rule it. Wars are made by those same men. Blaming all humanity for those actions is what those men do.

Pending: The concept of Flood Zones is not new and has everything to do with the climate. River systems have always had what engineers termed Flood Zones; and people have always been advised to avoid building in these areas – advice which has always been ignored. Rivers have always flooded when the climatic conditions were right. Given the added feature of geoengineering, flooding rains can be created almost at will (as well as droughts).

Sea level rises only involve melting ice when that ice is land based. An iceberg the size of Great Britain melting wouldn’t raise sea level so much as an inch. It’s only land based ice melting that affects sea levels.

I hate when people take climate change as a given which needs no proof. Likewise, I hate when people assume climate change is such an obvious scam that no proof is required. But I suppose that’s the modern way of looking at things: proof and opinion are now
indistinguishable.

UNESCO, is all over the US, in local school business. School textbooks don’t get approved without a nod from this UN guard. So, it should be no surprise that the younger generation has been indoctrinated with all this.

I’m in my 70s and I let these kids know that they have been telling us that cities are going to be under water in 10 years since the early 1970s. By my calculation Florida should have been under water some 45 years ago.

What a load of bollocks. This is British landlord talk. Is there a law forcing people to insure their homes or sell them ? “Speculating” on residential accomodation and land is social parasitism and predation, which creates a homeless underclass.

Property prices are expected to plummet by 20 percent. I think that’s rather conservative – who is going to buy in a flood zone?

GOOD. House prices in the globalcapital world are prohibitive to all but the rich and the rest of us are landless peasants slaving to pay rent – a feudarchical arrangement.

I know a lot of people ready to buy cheap land and a house in a fake flood zone!

As for insurance being mere speculative behavior, nice try but you’re wrong there too. Some of ” those people” pay outrageous premiums every month, but never mind that premium might outstrip the cost of renting. And pray tell, once all those lost properties are up for grabs, did you think the owners are gonna turn all that property over to you? Good God, many sadly do. Not ever gonna happen. They’ll just let all those former owners join the ranks of the homeless. Yay!

There is no law preventing a homeowner from insuring their home. However, I think you will find that buildings insurance is required when taking out a mortgage. Also, banks will not lend against certain properties eg those susceptible to subsidence or flooding. So an officially declared flood zone will be excluded from mortgage lending.

Those people you know who are looking to buy cheap land would need to be cash buyers. The way it typically works is that the (real) estate agents work with their preferred client lists of buyers. These areas up for grabs will go straight to the cash rich buyers of distressed assets – often funds and investors that specialize in this type of business. Your friends will not even get to hear about these deals unlike they have good connections.

Insurance of any sort is a great scam, as epitomised by NYC WTC, Costa Concordia, etc. For new homes, no rocket science is required to build sturdily, protect against weather dangers, insulate against heat/cold, etc. It has been and is being done. Municipal authorities who do not warn new owners of local dangers before approving are complicit.

They will build a list of uninsured properties from the insurance companies then they will burn down uninsured properties. Most owners will not be able to afford to rebuild, so they will have to sell the land to survive. Good outcome for the property thieves, or should I put it as the “government assisted” property thieves.

It’s another psy-op. They are dispersing reactor waste. Nuclear weapons are the biggest hoax and bluff Uncle Sam has ever pulled, and the other “superpowers” have been more than happy to join in the fun. The “atom bombs” in Japan were carpet bombing using a mixture of dirty bombs (reactor waste) with lots of napalm, mustard gas and flash and smoke bombs. The effects of mustard gas poisoning are similar enough to radiation sickness to pull it off, and occupied Japan was in no position to argue. The media narrative and whatever the Red Cross (ha) had to say about those events was 100% dictated by Uncle Sam.

You don’t need to try to delve into the classified “science” behind “nukes”- an informed logical analysis of the situation highlights the improbability of nuclear wepaons not having been used again since their purported only ever use in a war. The idea that all the powers in control of the militaries have been too rational to use nukes against people since 1945 is naive and laughable. They haven’t used them because they don’t have ’em is the more logical explanation. Faking it will not be as easy as it was in 1945. Posturing and bluff works pretty well if done well…. for a while.

The effects of climate change are anything but imaginary, as anybody who has looked at actual weather records can check by themselves.

However, thank you for informing us of who paid this article: Wealthy people involved in real estate, clearly, who as usual want to profit from selling buildings in unsuitable locations or unsuitable conditions by not allowing people to know that the location or condition is unsuitable before they buy. Real estate being notoriously difficult to regulate, it attracts wealthy criminals and unpunished crime gets bolder and bolder.

In Uk, insurance is coveŕing an event that might happen like a car crash or subsidence in your house.

Assurance covers an event that WILL happen. Like life assurance.

In France, the healthcare system is partly based on an “Assurance maladie mutuelle”

This is the top-up insurance you pay for the bit the state doesn’t cover. 30% of the total cost.

Here’s the weird bit : the mutuelle does not ask you for any health questions. Just your age.

So, regardless of your health history, you pay the same as anyone else in your age cohort.

If you’re on benefits or low income, this top-up is free.

Social policy at it’s best.

Moreover, they kept regurgitating the Net Zero mantra but hadn’t the faintest what percentage the Earth’s atmosphere comprise of Carbon Dioxide.

When mentioned it was o.o4%, their response was 99% of scientests believe in Climate change.

Mr Murray is, unfortunately, not well educated nor briefed about scientific matters, neither Covid19 nor climate science. That isn’t a crime, I’m not nearly as well educated as him about Russia, Ukraine, Poland etc etc.

The first thing climate change religionists don’t do is evaluate the evidence for themselves. The vast majority cite ‘authority’, when the principles of science say that it doesn’t matter what a Professor says if the evidence says otherwise, just as a 16 year old school leaver can be right if the evidence says so.

The climate lobby has completely bought academia through controlling the sources of research funding. No-one gets funded to the level necessary to become a Professor without researching areas congenial to the climate lobby. So considering the academic climate change community to be dispassionate seekers of truth is a fatal error.

The IPCC was created as a political lobby, not as a global research oversight body. Right from 1990, it never left open to doubt the relative contributions of humans and natural climatic forces in influencing changes in climate. Anyone with the most basic education on climate change over geological time knows full well that whole eras (millions of years at a time) were completely ice free, so this nonsense that we are losing ice in unprecedented ways is a huge lie.

Anyone with any knowledge of greenhouse gases knows that water vapour is a far more important greenhouse gas than carbon dioxide. They also know that further increases in carbon dioxide have less and less effects on temperature, just as they know that plants love carbon dioxide levels higher than currently exist.

Anyone with any knowledge knows that deforestation and urbanisation are the two biggest drivers of warming the past 200 years. And they also know that total photosynthetic capacity on earth in 2024 is considerably higher than in was back in 1980, which says that more carbon dioxide is being taken out of the atmosphere by plants in 2024 than was the case 44 years ago.

I’d like Craig Murray to buy Hubert Lamb’s two volumes of ‘Climate: Present, Past and Future’ and educate himself through reading one of the clssics. Obviously, it doesn’t cover the most modern stuff, but it covers basic principles of climate which anyone wishing to engage in modern debate must fully understand. The vast majority of climate religionists ‘put their trust in climate Gods’ having switched off their critical faculties entirely. It’s time folks like Mr Murray switched on their skeptical climate faculties….

Mr Murray’s obviously wanting to be a politician and it’s quite hard to do that on the left being a climate skeptic. It’s like trying to be an atheist in the US Republican Party.

Ultimately, he must decide whether his political career is more important to him than a 35 year scam.

You really don’t have to ‘believe’ or ‘not believe’ in climate change to see the kind of problems that we all have to deal with. Arguing about the message obscures the fact that cheaply built homes sited in areas prone to disasters are going to experience problems sooner or later as they have done throughout history. All climate change will do is alter the frequency of some events and maybe move them to areas where they might not have been experienced before.

The bureaucratic top down mandates imposed by government and by insurance companies can just compound the problems. Requiring necessary but expensive upgrades means homeowners need to come up with funds that invariably require people to mortgage their equity (i.e. de-facto sell their house to the bank). Costs rise steeply because of people taking advantage of enforced demand. People lose out because of this so its not surprising that their reaction to mandates based on what may happen but hasn’t happened yet is denial.

There’s nothing abnormal about the climate warming for 200 years, nothing at all. It’s happened so many times in history.

There’s been millions of years at a time with literally no ice on earth. None. But the climate hoaxers keep that awfully quiet. This is not controversial, it’s established geological fact.

Climate change in affecting wheat in Norfolk? Climate change not affecting wheat in Australia then? I was under the (mis)apphension that climate change affected the planet, clue as in global warming. But global warming is so last year. Changes in climate can cover a much broader spectrum – too much rain, not enough rain, too much sun, not enough sun. I remember as a child in the 50s nice hot summer weather usually followed by a terrific thunderstorm, flying ants rising up out of the cracks in pavements (but of course not got pavements now only shit tarmac which according to my council was more aesthetically pleasing, but I digress). Nothing ever stays the same, I’m changing I was young now growing older, the weather changes, everything is cyclical, born, dying, hot, cold. As far I’m concerned its all a scam to keep introducing new business to make more money. Same with the old covid rubbish. Never heard so much BS in all my born days as the continuous flow of fear mongering so called crises day after day.

Attacking the symptoms they are attempting to manifest upon us will get us nowhere. When we see the acceptance of using “public-private-partnerships” in public policy, it is a hand over of public authority to private capitalism. It is a privatization of public policy decision making. Placing public services in the hands of the profit motive rather than public benefit is totalitarian. The FED is a privatized central bank. USPS, Social Security and Medicare has been/is being predatorally stalked by capitalists as the last frontier of profit on an exploitation exhausted planet. Our imprisonment and harvesting is their last great hope we must interrupt.

This is why the 99% need to take our authority to self-rule and ban public-private-partnerships and any form of monopoly, reinstating anti-trust laws as limits to wealth assuming the absolute authority they now wield. The “public-private-partnership” has been their slithering meme, conjured up, pop-a-ganda soft road to fascism we must expose.

Agreed. Remarking upon recent developments in the slide toward totalitarianism is pointless. We’re wasting our time making predictions about the fate of the world when we should be fighting tooth and nail to prevent the otherwise genuinely inevitable fate. “Solutions Watch” is far too meek to represent a real protest, although it’s appreciated for what it’s worth. We need a practical movement, a true culture decided to jamming the machine. Only a change of culture can reverse this. OffGuardian could be a pioneer in this. Let’s get some petitions and creeds and statements of belief going. We hold plenty of truths to be self-evident, but They don’t know that!

Developers are risk agnostic — they build for profit and if their developments are in fire or flood zones or on earthquake faults then that’s not their problem. Its a problem for the rest of us, of course, and not just the people directly affected. How it’s solved — or not solved — says a lot about our society. The preferred way in our modern societies appears to be to set targets, impose penalties (never incentives, note) and pass the buck, usually to those with the least resources and power to push back against the losses imposed on them. (Its all part of the general rule of ‘privatize profit, nationalize loss’.)

My concern is that this kind of bureaucratic top down mandate is going to miss the point entirely. Here in California we’re no stranger to natural disasters, with or without global warming or whatever. We’ve got earthquake faults, flood zones, high fire risk areas and a good selection of beachfront property at risk from erosion or landslides, just about all along with their risks well documented. Here the problem is getting people to recognize these risks; humans are incurable optimists, especially when it comes to laying out money to mitigate problems that haven’t happened yet in living memory (which can be a very short timeframe….). There are some situations where nothing can be done — living on a crumbling cliff or on a landslide might be great for views but mitigating against earth movement is either not possible or prohibitively expensive, for example. But a process of mitigation has to be a social priority (….and just waiting for a disaster to hit and expecting insurance companies or the government to make things good just isn’t going to work). But its easier — and cheaper — to just issue mandates than to actually come up with a workable plan, I suppose.

The big role going to be played by insurance companies in the construction of “the digital gulag” is a major theme in ‘A Brief History of the Future’. For example, the plan is for health insurance to require proof of healthy living via wearables (externally… at first).

As for rising sea levels, are those beachside villas being evacuated? Or are the banks still funding their construction and the rich still buying them? Coastline evacuations feature in Agenda 21 I seem to recall with Tuvalu seemingly an early field test.

BTW after the recent article on Kate Middleton, I noticed an interesting aside on Audrey Hepburn’s mother in Alex Constantine’s ‘Virtual Government’: Baronness Ella von Heemstra wrote a piece for a fascist magazine calling for a US Empire modelled on fascist lines.

FDR and other leading politicians made positive comments about Hitler’s Germany coming out of economic depression. There’s photos of Nazi rallies at SF City Hall and Madison Square Garden. FDR and the western allies threw Spain under the bus when they did not back up anti-fascists in the Spanish Civil War and allowed Germany and Italy to team up with fascist Franco obliterate democratic anti-totalitarianism. They were entranced with what the absolute authoritarianism of Hitler had done to the German reparated economy destroyed by Western bankers after WW1.

Insurance companies all raised their premiums 100% for home and contents last year for no good reason other than greed. Not in a flood area (top of a little hill, actually), good area, no record of subsidence etc etc.

The only reason I can see for it is repeated refusal to settle claims quickly and for lawyers to be bleeding the public dry with their endless adversarial lawsuits even when both parties agree who was at fault (or that no-one was at fault).

Amazing that in one generation, insurance has gone from being a sensible, valuable product (when a washing machine fails under warranty and floods an upper floor flat, requiring replastering of a ceiling, an insurance company paid out quickly and the work was done quickly), to a burdensome tax solely aimed at enriching the already rich.

The same is being done with the EU’s new “sustainable insulation” laws, article from Denmark about how “800.000” homes might be unsellable https://archive.ph/OxEUE(deepl.com to translate if you want to read the rest): “As part of the new Buildings Directive, the European Commission will introduce a new energy labelling system to classify each country’s homes, which will be labelled from A to G. The approximately 15 per cent least energy-efficient homes will be placed in category G. Properties that fulfil specific criteria are placed in group A. The rest of the homes are distributed evenly across categories B to F.
According to the proposal, homes from group G must be energy upgraded to at least category F by 2030. By 2033, all homes in groups G and F must be energy upgraded to at least group E.
The categorisation is done country by country. This ensures that the worst homes in each member state are improved. On the other hand, not all the worst homes across the EU will be improved, as these will primarily be concentrated in southern and eastern Europe, while Danish homes, for example, are on average in better condition.
The EU’s new building directive is a central part of both the Fit For 55 climate plan and the RepowerEU plan to make Europe independent of Russian gas.”

From Norway(that isnt even supposedly in the so called EU):https://archive.is/KbKlt one paragraph strikes me as particularly telling: “At a housing conference, Carsten Pihl, Head of Consumer and Communications at Huseierne, said that work is being done on a European technical building specification for which homes need to be upgraded. “Homes in energy classes E and F will probably be upgraded to energy class D.
– This could mean 1 million for an ordinary detached house. “I’m particularly worried about homes on the outskirts of town, where an ordinary homeowner may have to pay for everything themselves. In condominiums and housing cooperatives, there are more people to share the costs,” Pihl warned.”

The “outskirts of town” ofcourse being rural areas.

Rezoning neighbourhoods for commercial use? Not near where I live. Here, office space is not fully occupied post lockdowns and conversions of formerly commercial space into apartments is popping up.

Quite frankly also, it can often be a lot cheaper to buy a property, demolish it and rebuild from scratch. No expensive internal conversions etc. Just a new build where once there was an old property.

The “Managed Retreat” scheme is another variant of using the Climate Con to make homeowners properties non-compliant.

The introduction of home energy certificates in the developed world was the first step. Homeowners that fail to complyn- most likely due to exorbitant costs – to retrofit their homes to meet ever increasing regulations, such as ground or air heat pump heating systems and ridiculous insulation targets will find it difficult to sell their homes.

In time, buyers will not be able to get a mortgage on non-compliant properties, leaving only cash buyers to sell to. Prices will collapse and the vultures, namely the usual suspects and other asset managers and banks will swoop in for the kill. For those who have no plans to sell in the foreseeable future, such as the retired, new punitive ‘eco’ taxes could be levied such that they cannot afford to pay the taxes and therefore are forced to sell eventually. These actions will set-up the basis for home renting rather than ownership.

Older period and rustic properties will be most vulnerable at first, due to for example, less insulation, no cavity walls and lack of double glazing. Forget that dream of owning a 19th century cottage in the country or a character Victorian or Edwardian house. I think rural and country homes will be targeted hardest at first, to empty the countryside and squeeze people into urban and suburban living.

Anecdotally, from things I am seeing in different countries in Europe, it seems serious money is being spent in many towns, including small ones and city surburbs on pedestrianisation schemes and low traffic zones. It is being marketed using similar slogans such as “sustainable living”. From what I have seen, the materials used are of high quality such a granite paving and the design and construction is optically pleasing. Children’s play areas and green spaces are being added too.

This expenditure implies that these more populated areas will remain inhabitated for many years to come and will form the future 15 /20 minute neighbourhoods. All of this is being undertaken at local authority (council) level. UN Agenda 30 “global to local” policies in action.

Just as curious is the lack of comment from life insurers.

I had previously tried to check the share prices of the 10 largest life insurers in USA. Most are mutuals which means that they are not quoted on the stock market. Lincoln National which is publicy quoted and traded has its current share price down at levels not seen since the 1990’s and very briefy during the GFC in 2008.

Since life insurance is not the only insurance underwriting these firms undertake it is harder to see the effect of any life insurance business losses. Also, it is plausible that some of the triilions in funny money created through QE by central banks has found its way to the life insurers to ensure that they remain silent. Such action could be deemed to mean what Larry Fink really meant by “Going Direct” – the policy of injecting funds into the real economy

I am just reading Paul Cudenec’s excellent “The Great Racket” which is as concise a summary of the parasite class as you will find.

In that work he states that the men who deleberately start and prolong wars for profit are not in themselves evil but a conduit for evil.

That is the only point on which I would disagree with the author.
