The digital ruble should be used for control: Refreshing honesty from senior Russian lawmaker
The ability to limit how digital rubles can be spent creates "new opportunities" for the government, according to State Duma Deputy Anatoly Aksakov

Restrictions on how digital rubles can be spent will be gradually introduced after the Bank of Russia’s CBDC enters mass circulation, Anatoly Aksakov, head of the State Duma Committee on Financial Markets, told Rossiyskaya Gazeta in an interview.
The senior lawmaker revealed that the Russian government was already discussing “possible usage scenarios” for the digital ruble, which can be programmed to limit or prohibit certain kinds of purchases.
As an example, Aksakov proposed using the digital ruble to issue maternity capital and child benefits so that these funds “can’t be spent on alcohol and cigarettes”.
Such restrictions would be “justified and necessary” since “social support measures would clearly become more effective”, Aksakov explained.
The lawmaker continued:
This applies to social payments and other forms of government spending. In my opinion, the benefits in this case outweigh the arguments that it is wrong to issue both free and non-free digital rubles at the same time. Control is needed; there is no other way.”
Russian citizens will also be able to make use of the digital ruble’s programmability, the Duma Deputy said.
Not only the state will be able to use the new opportunities, but also the people themselves. When parents give their child money for school expenses, they want him to buy himself a lunch, not a pack of cigarettes or something worse. Or spend it all on video games, or give it to scammers. In the future, they will be able to establish such restrictions.”
Aksakov predicted that “balanced decisions” about control measures would be “gradually” implemented once the digital ruble enters mass circulation.
However, the Bank of Russia has repeatedly denied that such “balanced decisions” are even being considered, insisting that “the choice of which form of ruble [cash, non-cash, or digital] to use will remain with the citizens” and “you can spend your digital rubles as you see fit.”
The Bank of Russia also dismissed as a “myth” the claim that social payments will be issued exclusively in digital rubles.

Aksakov’s comments also undermine the claim that digital rubles can be freely converted into cash or non-cash rubles.
Russians have been reassured that they can transfer digital rubles from a digital wallet into a bank account, and then withdraw these funds as cash. But how can digital rubles programmed to prohibit certain purchases be converted into cash? And if “colored” or “non-free” digital rubles can simply be transferred to a bank account and withdrawn at an ATM, what is the point of trying to control how they are spent in the first place?
To summarize:
- Will the digital ruble be mandatory in order to receive certain forms of social payments? According to Aksakov, yes.
- Will restrictions be placed on how these funds can be used? According to Aksakov, yes (“gradually” and in a “balanced” way).
- Will digital rubles be freely convertible into cash or non-cash rubles? Only the “free” kind, apparently.

In July 2024, Russian President Vladimir Putin called for the “full-scale implementation” of the digital ruble, which became Russia’s third form of legal currency in 2023.
Originally slated for launch this summer, the Bank of Russia’s CBDC is expected to enter circulation at the start of 2026.

It’s all true that primary aim of digital currencies (DC) is individual control over citizenry and their political activities.
Although such targeting of individual access to money is already widely spread in EU, Canada and to certain degree in US via collusions with deep state courts and administrative powers. Property forfeiture (and money) rules are blatant examples of it.
However, there are many practical even macroeconomic, socioeconomic or rule of law reasons for digital currency that are as attractive to de facto all authoritarian rulers even operating under guise of phony democracy.
First, all digital currencies’ transactions are transparent and hence “unauthorized” fraud and corruption are easy detectable and culprits quickly identifiable needs be for power struggle purposes or similar. Also DC would infringe on inherent to any government officials outright looting of national treasury with possibility of 100% claw back of such illegal gains. That the main reason for elites’ reluctance and opting for parallel fiat system of financial apartheid.
Under DC one can say I spent money I stole and don’t know where it is. Robbing banks under DC would be been impossible as any transaction chain could be prevented or reversed. Such a mechanism doesn’t exist within Bitcoin infrastructure.
Macroeconomic control that DC aims to embark upon is quite compelling as well. It’s a perfect tool for example to manipulate economic inflation rates by surgically limiting demand in certain economic bottlenecks or by preventing hoarding of commodities as those are two leading factors of managing inflation. It makes speculation much more difficult and risky.
Also, DC allows for strict and precise control of sources and drivers of classic monetary inflation. In short it’s highly desired tool for implementation of economic and financial policies of the state without much of messy legal and politically difficult budgetary interventions that often fail.
Author’s concerns about programmatic control of individual spending based of social policies like prohibition of drugs alcohol or sin industries is highly warranted as DC seems to be a perfect tool for enforcing them. But in the same token it may prevent implementation of corporate policies like mergers or capital expenditures and investment expansions in undesired by government directions. Full socioeconomic impact of DC is impossible to project at this point.
It’s worth to note that all the liberty killing evils of DC are currently implemented within existing monetary and financial system but their inefficiencies de facto result in overall huge costs and failure rates that in large part impede and nullify the cumulative impact.
The DC de facto hands over all control to central bankers who already wield enormous power by controlling fiat money. DC is however immediate and surgical with no lag or broad brush and that introduces completely new quality that is difficult to impossible to fully fathom.
For software, billionaires paid hackers to disrupt, then sold us anti-virus and imposed greater control. For petty theft or waste, DC is selling us similar control. Will this have any effect on large-scale theft, especially through foreign partners? Would such major theft exist if there were no “offshore” banks?

The examples are not meant to provide arguments in favour of DC, but to show how some people support DC with arguments that do not promise anything good.
Programmable digital “money” exist already in many countries and for many years now. They are used for various reasons : meal / lunch tickets, holiday / gift cards, social security “help” from the government to the very poor etc.
I see a problem if ALL the “money” would be like that and we have to fight to prevent it from happening.
All of the reasonable uses are pretexts.

Even IF CBDC was introduced by an honourable government for noble reasons, the next government, or one that followed, would weaponise it. It is inevitable.

We already have an early form of this in the US. Welfare payments are paid by EBT cards — debit cards — which can only be used for certain types of purchases. Like with everything else in life there’s workarounds for the motivated such as goods being bartered between individuals.
Digital currency sounds like a good idea, its really regularizing what we do all the time anyway with cards except that it won’t attract swipe fees (think of these as a bank’s private VAT). People will continue to trade with each other, finding convenient mediums of exchange in the process. Cash is of limited use these days anyway — if you’re caught with too much of it then its likely to be confiscated with a lot of time, effort and expense needed to stand a chance of getting it back.

Actually holding the money isn’t a crime, the confiscation is a civil process and requires you to apply to a court to convince them that the money was obtained legitimately. There’s no threshold for how much — $10,000 is a common threshold because that’s what you have to declare when crossing a US border. The UK has similar practices and I’d guess other countries have as well.
So, if you’re in an old car in a not very nice part of town and the cop that stops and searches you finds a couple of thousand, yes, you’ll lose it. Someone more respectable in a nicer area will be OK (but then they won’t be skulking around carrying large sums of money).

You missed off the following few words from your quote above “reported by all agencies of the government.”
This is for reporting purposes, nothing more. It is a way of valuing US Treasury balance sheet items in foreign currencies in USD equivalent purely for the reporting of such items using some kind of average rate though it doesn’t say how it is calculated.
Note the last line “Since the exchange rates in this report are not current rates of exchange, they should not be used to value transactions affecting dollar appropriations.”

The secretary of the US Treasury does not set FX rates worldwide.
It is the FX market whose DAILY trading volume is USD equiv. 7.5 trillion (7,500,000,000,000) where currency rates vary second by second every day that establishs currency values. The world’s biggest financial market by value.

Even if ‘our leaders’ honestly believed they were going to leave a currency as transparent and universal, the last 5 years have taught us that they can’t stop themselves – it’s in their DNA to control us. Even without adding the lobbying parasites in the mix.
A controlled digital rouble would lead to the creation of a black market economy probably based on cash dollars, most of which circulate outside the US, and would thus also result in a likely fall in tax revenue.
The Russians know how to do this, as the Soviet experience attests.
The ensuing rise in demand for dollars would be just what the issuers of the dollar – the Federal Reserve – would love to see.
None of this means that it won’t happen, merely that it will be counter-productive and will fail.

Because in systems where gold is the medium of exchange its value becomes politicized and politicians want to fix its value, as during the Gold Standard. They seek to control it and it’s price. Debtors use their political power to systematically undervalue gold in such systems, therefore robbing those who save in gold.
It is the demonetisation of gold, freeing it from it’s medium of exchange role, which allows it to act purely as a store of wealth, and therefore allows it’s price to rise naturally,freeing savers from politicians, debtors and the inevitable over-issue of currency. We can see this today as gold rises over 3000USD in a way that is thoroughly uncontroversial compared to Gold Standard days.

But are you saying that ‘being gullible’ should be punished with starvation or worse? Having a death sentence for gullibility seems a bit, well, Orwellian to me. I can’t speak for anybody else here (or indeed anywhere) but I thought this is the sort of thinking we are fighting against.

You make it sound so simple. But awakening isn’t a linear process, nor does it happen all at once – at least not for the majority, as far as I know.
It happens over time as more and more incongruities come into view and we become better at spotting them, then fitting them into the overall picture as it emerges and develops.
However, during that process – even to today and probably beyond – I remember being surprised to see things being controlled that I had previously thought were not ie even during the awakening ‘process’ I was still being gullible in certain areas, right up to the point where I wasn’t (in that particular area). I imagine that is happening still today and tomorrow I will find out something that surprises me ie I’m being gullible in that area today.
I agree there is nothing to celebrate for the 4.99%. I would also add that patting oneself on the back for being one of the 4.99% looks a lot like hubris and is a dangerous path to tread for too long.

Regardless of what you thought about the chat, there is nothing wrong with being polite. Also, people enjoy things for different reasons – not necessarily the reasons that are immediately apparent to you, no matter how intelligent you may be.
Of course everybody dies, irrespective of how gullible we are. Does that mean we have no responsibility for the way in which we behave before we die? Not talking about something doesn’t make it simply go away. That seems more indicative of a suicide cult than recognising problematic behaviour and trying to correct it while we still can – be that gullibility or anything else.

Really good questions. We all have our own answers, I suppose.
For me, the second one is easier – it seems to me that the more awake we are, the more we realise we are in a vertical war against those ‘above’ us, the more kinship we feel with others at our level (mostly – there are exceptions) because the divisions being foisted upon us are, for the large part, illusory.
To my mind, woke is the antithesis of that. It promotes ever more divisions in society in the name of inclusion, hating any who do not agree absolutely with them. We all now how woke works.

If you live in a country where the govt has the monopoly on violence (police, military, judicial system etc), you’re tied to the tracks.
If you live in a country where your life is micro-managed by legislation, you’re tied to the tracks.
If you pay multiple taxes, sometimes for the same thing over and over again, you’re tied to the tracks.
If you can’t say what you want when you want to, you’re tied to the tracks.
If your country’s economy operates at the whim, and for the benefit, of corporations and supra-national organisations, you’re tied to the tracks.
Etc. I could go on but you get the point.
Belief doesn’t really enter into it. Perhaps choice does – you could always choose to live somewhere where none of these things exist or, at the very least, aren’t an issue but I’m not sure that such a place exists anymore.

For someone with no ties, or a group of like-minded people, I think it could work for a while. A small community could probably rub along – much like small African or Amazonian tribes. It wouldn’t be for everybody though.
This is to assume (make an ass out of you and me) that this low-level simulation or whatever it is does not function on occult/spiritual rules. There are holes or portals in the system through which the right people can pass relatively unscathed.
The analogy is faulty. We have room if not the inclination to manoeuver.
We are not tied to the tracks. They may want us to believe that this is so. But it may be that we are required to take relatively sudden, or even drastic action, which may mean that the connections which were so important, and underpinned our ‘reality’ to this point in our lives need to be severed.

I’m not sure my analogy is incorrect though – at least for the vast majority of people. In a very real sense, we are tied to the tracks. Even if it is only our perceptions that are the ropes holding us down. Reality is what we perceive it to be. In the same way that power lies where we perceive it to lie – which is why so much effort is put into pointing out who rules over us. I get that. But even understanding how the system works is not a means of esaping said system. We live through our perceptions, so it is a hard thing to dismiss them in the hope that another path is possible. Even those of us who see the system for what it is are still held in place by that system. Rightly or wrongly.
